Claims of china behind cyber attacks

An article in The Times claims that China is behind a surge of international cyber attacks towards the US government, which China declared to be a deliberate and strategic attack to sabotage the country’s development in IT.
China has hit back on the report by saying they are as much a victim as any other country of these attacks and is strictly against internet attacks.
Ten of the world’s root servers of which the internet would not survive without are based in the US; an information security expert, Tang Lam concludes that
“China has more reason to worry about cyber attacks from the West, rather than be concerned with planning attacks on others.”
